Actually, water is widely present on our planet, but it can't be found necessarily at the place or at the moment it is needed. Moreover, its quality is not necessarily what is required.
Thus, the real issue is not lack of resource – except the question of access to water – but the problem of its rational management, that is related to this access issue anyway.
A basic concept can help us to have a general view of the subject : the concept of sustainable development.
